It will be used a decentralized system whereby Lithuanian (LT) partners will choose external auditors using the public procurement procedure.

The first level control system set up:

I stage. Projects' partners have to include audit costs in the projects' budget and these costs shall be covered from project expenditure.

II stage. The Requirements for audit LT including audit report, confirmation of auditor, checklists, model of audit contract, etc. is being prepared by the Ministry of the Interior. All LT partners and auditors will be obliged to follow the Requirements for audit LT and General principles on first level control for the South Baltic Cross Border Cooperation Programme 2007 - 2013 (available on Programme website).

III stage. LT partners will choose external auditors using the public procurement procedure. They will have to conclude the contract with selected audit company using the model of contract recommended by the Ministry of the Interior and following all requirements set in the Requirements for audit LT and General principles on first level control for the South Baltic Cross Border Cooperation Programme 2007 - 2013. The list of certificated auditors is approved and provided by the Lithuanian Chamber of Auditors http://www.lar.lt/  - which is a public legal entity associating all certified auditors of Lithuania (about 200 audit companies).

The Ministry of the Interior will check if controllers meet the requirements for qualification (in accordance with public procurement procedure documents, contracts, etc.). The external audit companies selected by the public procurement procedure will be responsible for ensuring qualification of the controllers in accordance with requirements set up in the contracts and requirements of the Requirements for audit LT and General principles on first level control for the South Baltic Cross Border Cooperation Programme 2007 - 2013.
