Deviations

Deviations do not significantly impact on the results and outputs and can either be:

  1. Budget reallocations between components and budget lines as far as the cumulative amount of the reallocated sum (the cumulative sum of all adjustments done from the beginning of the project) does not exceed 10% of the total eligible budget of the project. In order to ensure monitoring of level of project budget reallocations project Lead Beneficiary can use the excel tool for budget reallocations.  Every re-allocation needs an agreement in advance with the Lead Beneficiary as it has to monitor the overall project budget and has to plan necessary compensations (e.g., if some partner exceeds BL1 then other Partner has to decrease its spending in the BL1 accordingly in order to avoid exceeding of 10 %  on the project level).
  2. Budget reallocations between Partners as far as the amount of the reallocated sum does not exceed 10% of the total by eligible budget of the project. Those reallocations require prior agreement within the project partnership. The Partnership Agreement Shall Be Amended, accordingly if Lithuanian partner is affected by dry deviation. The adherence of the 10% threshold will be closely Monitored by the JTS / MA. The total ERDF granted to the project and stipulated in the subsidy contract can not be exceeded. The above'd mentioned rule can only be Implemented with respect to the activities and related expenditures planned in the Application Form. Partner can not spend more funds for additional activities, as a result of savings on project level.
  3. Changes up to 20% of the original value of each target output indicator defined in the
    Application Form, provided that no additional costs are incurred.
  4. Changes of contact information and address data of the Lead Beneficiary and Partners, as well as key project management staff (contact person of the Lead Beneficiary, project manager, financial manager, communication manager).

Deviations can be implemented by the Lead Beneficiary without prior notification. The changes have to be reported in the regular Progress Report submitted to the JTS, which forwards the information about changes to the Managing Authority. Deviations may be subject to further clarification, however they are accepted once the Project Progress Report is approved and the ERDF reimbursement paid out. Deviations do not require any amendments to the Subsidy Contract and/or Application Form.
