South Baltic offshore wind energy vision
Recommendations for a sustainable development of offshore wind energy in the South Baltic region and beyond.
A variety of tools has been developed by the recently completed South Baltic project SB OFF.E.R. to channel the efforts of administrations, academia and the industry towards tapping the full potential of offshore wind energy in the region.

The South Baltic Wind Atlas describes the offshore wind resources of the South Baltic area by using observations from satellites in addition to a mesoscale model. The wind atlas clearly documents that the South Baltic Sea has an excellent wind resource.

The project has been also examining how the offshore wind energy can turn the tables on the tourism industry and fears of negative impacts. Shaping public opinion has been playing a crucial role: the project attracted more than 14.000 visitors to a series of interactive boat exhibitions  ”Fascination Offshore”.

The interactive South Baltic Business Cluster Map allows industry and stakeholders an easily accessible overview of the full offshore wind energy supply chain by listing and introducing South Baltic companies involved in the industry by their geographical location.

The web-based Knowledge Toolbox allows educational facilities to create non-commercial courses and trainings on offshore wind energy.

Being the South Baltic knowledge bank when it comes to offshore wind energy, the project SB OFF.E.R. encapsulated its message to the world in 8 recommendations:

  1. Intensify cooperation of national and European bodies as well as energy and grid companies to determine concrete plans for grid construction including cross-border offshore grids in the South Baltic area facilitating interconnection of offshore wind farms and improving energy security and storage solutions
  2. Streamline planning procedures and setting common standards at EU level to foster the supply chain of the South Baltic offshore wind energy
  3. Establish clear financing systems as well as supporting structures in the South Baltic region and on EU level to overcome financial barriers
  4. Invest in port infrastructure and logistical solutions to facilitate development of offshore wind energy in the South Baltic region
  5. Enhance maritime spatial planning to ensure a sound and real-time approval process for realisation
  6. Invest in research and development programmes in order to reduce costs of offshore wind energy installations and to remain competitive in the long-term with the help of funds provided by national and European sources
  7. Offer more educational and training programmes and events
  8. Increase proactive use of offshore wind energy for tourism purposes, e.g. via guided tours to offshore wind farms, regional information centres and lectures to foster social acceptance
