South meets Central
Reflections and prospects of Baltic co-operation and programme management in a dialogue between cross-border programmes

In a series of workshops, the Secretariats of the South and Central Baltic cross-border co-operation programmes have come together to reflect on the lessons learnt over the last seven years of close cross-border co-operation, accompanied by intensive discussions on the features  of their programme implementation frameworks for the programming period 2014-2020. 

Hosted by the South Baltic programme,  the two day exchange was preceded by a scientific introduction to what has been well-recognised as a common challenge for both programme areas – the eutrophication in the Baltic Sea. During a study visit to a water monitoring station in Sopot, Professor Kowalewska of the Institute of Oceanology outlined the concept behind a South Baltic eutrophication counteracting initiative. WAB (Wetlands, Algae, Biogas) was  a joint cross-border project of municipalities, river basin authorities and research facilities from Sweden and Poland developing and testing a model for reducing eutrophication, utilising the algae biomass, and returning phosphorus to the arable land. As one of the project’s results, real time data of air and seawater parameters has been made available to the public here»

Based on their complementary geographical coverage and related thematic priorities, both programmes exhibit a number of similarities in their daily management practices. The workshop composition thus covered issues such as programme and project closure, project monitoring  systems and programme rules, the coordination of Contact Points, state aid management as well as the monitoring and dissemination of programme achievements.

Recognising the need to consolidate and spread the culture of results, both programmes will gear up for future joint challenges by means of deepened thematic expertise of Project Officers, intensive cross-programme exchange and joint efforts streamlining the involvement of beneficiaries in the processes of result valorisation.
